TZ-CAT Philippines
TZ-CAT Philippines, launched in 2024, covers all 58 operational coal units in the country, drawing on information from 209 Power Supply Agreements (PSAs) representing approximately 65–75% of coal generation.
The original dataset estimates the cost of immediate buy-out for remaining PSAs and the cost of early retirement, where the buy-out period is limited to a maximum of five years. It also evaluates long-term profitability, asset lifespans, the levelised cost of transitioning to clean power, and potential job losses associated with coal unit closures.
The 2026 dataset update focuses on operational and contractual information, expanding coverage to 62 coal units, 367 PSAs, and 116 distribution utilities (DUs). It replaces earlier proxy assumptions with actual plant and contract data and updates operational indicators such as generation and capacity factors, alongside estimates of profitability and emissions.
To capture the full contracting profile of each plant, the dataset includes both active and expired PSAs. As many PSAs in the updated dataset have already expired, valuation metrics such as buy-out costs are not included in the 2026 release.
To preserve earlier analytical outputs, the 2024 valuation dataset remains available alongside the 2026 operational dataset, allowing users to access both perspectives.
Two datasets are available:
• 2024 dataset – valuation-focused (plant and PSA data with transition metrics)
• 2026 dataset – operational dataset (expanded plant-level metrics and PSA data)
